Common railway practice in early 1900's was to use low sided goods wagons, particularly drop sided wagons, to accommodate all manner of freight. This particular example dates back to the 1920's, when the NER built 300 vehicles at their York wagon works. Many of these versatile wagons survived the various changes in ownership and there is documentary evidence that they were active in the mid 1950's although, with the introduction of purpose built rolling stock by British Rail, they did not survive to the 1960's. It is perhaps significant that the lNER did not see the need to construct any more.
