The NBR ordered 100 vehicles of this pattern from Cowlairs in 1902, to provide for the growing transport of steel and iron tubes. Deliveries are believed to have commenced in 1903 The vehicles were not part of the common user agreement and would have been allocated to specialist traffic. Each vehicle would normally be legended "return to ???????". In NBR times most of the traffic came from "Coatbridge (Sheepford)". In contrast in LNER days traffic mostly came from "Stanton Iron Works, Ilkeston". These vehicles would be seen all over the country delivering specialist goods to a convenient unloading point.
