Some 49 wagons were converted from PEA Tip-air wagons in two batches by Standard Wagon Company of Heywood in 1987-1989. They were built to Desgin Code PO018A and numbered in the series 4560-79 and 5214-33 respectively. Fitted with BSC Frictional Pedestal suspension, air brakes and disc brakes on one wheel per axle these wagons were designed for a 60mph maximum speed and had a gross laden weight of 51 tonnes. These wagons featured vertical bracing in contrast to earlier wagons where horizontal bracing was found to be prone to catching scrap material. All were built for hire by Railease to the Tremofora works of Allied Steel and Wire and were seen throughout the country on scrap trains to Cardith. With their distinctive black livery with yellow chevrons they were nick named 'Blackadders by wagon enthusiasts.
